A weed deflector makes sure you don’t get any unwanted resistance from weed stuck to the front of your rudder while paddling.
Some paddlers on occasions whilst training don't mind a little weed stuck there to make them stronger but mostly, and especially when racing, you want to make sure you can keep your rudder from getting fouled up, so you can maintain maximum speed.
Any kind of weed, seagrass or plastic packet just won’t help your cause.
